What we do

The purpose of governance is to provide confident, strategic leadership and to create robust accountability, oversight and assurance for educational and financial performance. The governing body in our school has a legal responsibility which can be summarised by three core strategic functions:

  • Ensuring clarity of vision, ethos and strategic direction;
  • Holding the Headteacher to account for the educational performance of the school and its pupils, and the performance management of staff;
  • Overseeing the financial performance of the school and making sure money is well spent.

Our Approach

The Hiltingbury Governors, in partnership with the headteacher, provide effective strategic leadership and strive for excellence across the whole spectrum of school life.  We are committed to an outstanding experience for all our pupils enabling them to learn effectively and achieve high standards across a relevant and rich curriculum. The day-to-day running of the school is the responsibility of the head teacher and staff who create a rewarding, enjoyable and safe learning experience.

Our approach is one of commitment, honesty and openness in the performance of our duties. We pride ourselves in the integrity of our members and our balance of rigorous holding to account with positive support.

Governor Meetings

We meet every half term as a full Governing Body, and have two main sub committees. These are the Resources committee, responsible for financial aspects of the school, and the Curriculum and Standards committee whose purpose is to focus on the curriculum itself as well as children’s attainment and progress. There is also a Pay Committee and a Headteacher Performance Committee.

Individually, governors may also have specific responsibility for a subject or priority within the school, and will attend meetings for that area as needed. These visits are a valuable opportunity for governors to work closely with staff members to gain a deeper understanding of some of the initiatives used in school to improve and sustain progress.

All Governors receive a full induction and further training relevant to their committee membership and specific link area.  Training is provided by Hampshire Governor Services.

Who we are

Hiltingbury Junior School Governing body is made up of representatives from staff, the local authority, parents and members of the community.  Our diverse backgrounds give us a wide range of experience and views, enabling us to make informed decisions about the school collectively.

Personal Profiles of Governors

Mrs Judith Rutherford As a chartered accountant I have a professional background in audit and operational risk management. I am also a parent with children who have attended, or are currently attending, this school. With over 10 years’ experience as a school governor and a track record of improving governance in a variety of settings I have been recognised by the Department of Education as a National Leader of Governance. I am passionate about ensuring children in our local community have access to the very best education possible and am proud to be part of the Governing Body here at Hiltingbury Junior School.
Mrs Catherine Grimer I joined the governing body in 2015 & my eldest son is now at Thornden and my youngest in his last year at HJS. Having spent most of my working life in the NHS, specifically in Cardiology – I was really keen to become part of the GB so I could learn about the school, its challenges and also be involved in my children’s education, to provide support and have a voice. My commercial/financial/HR experience helps greatly with the roles and although it can sometimes be time consuming, it is extremely important for the school to have a dedicated GB team to support and challenge – to ensure our children receive the very best educational experience, and that our staff are fully supported to continue to deliver at their outstanding level.
Mr Samuel Garforth As a parent with a child in the junior school and another at Thornden, I am passionate about assuring the best education for our children. I have eight years of experience as a governor, firstly at the infant school and now at HJS. Professionally, I have spent many years at IBM and am now responsible for the European business of a small American software company.
Mr Richard Veal I joined the governing body in November 2018. Whilst very happy with the standards currently set at the school. I understand the challenges in both maintaining these standards and pushing on to attain even higher achievements. I believe that this will only happen by dedicating time and energy to support the school leadership in driving towards the future. I am an experienced professional manager and change agent, with experience in many versatile roles requiring a varied range of skills. I have managed large projects and international programmes, including placements overseas. Lead teams with different cultures and mindsets across Europe. I am currently working in the field of Forensics and Compliance ensuring adherence to process and policy. I feel my greatest assists are in identifying and mitigating of risk and creative problem solving. I relish the chance to work in our local community to develop our children to their full potential.
Mr Mark Weal I was elected as a parent governor in 2017 and have one child in this school and one in the Infant school. I’m an Associate Professor at the University of Southampton and hope that my background in Higher Education can be of benefit to the school and the role of parent governor gives me a direct way to engage with the school and make use of my expertise.
Mrs Beccy Hoddinott Isaac I’m Beccy Hoddinott Isaac. I have been a co-opted governor since December 2015. I am the safeguarding governor, I sit on the resources committee & link governor to the breakfast & after school clubs. I’m married to Mark, we have two children and I work part time as a Clinical Nurse Specialist in gynaecology. I thoroughly enjoy school governance & giving something back to the school community
Mr Julian Spencer I have been a governor since January 2018. I worked as a banker for 25 years, then took a PGCE to qualify as a Classics teacher. I currently teach at Winchester College where I was Head of Classics for 8 years. I take a group of students to do voluntary work at Trinity Winchester, a day centre for the homeless, once a week. As its treasurer I manage the finances of the JACT Greek Summer School, an annual residential tutorial course with 300 students for which I am also one of the tutors. I have served as a council member and trustee of the Society for the Promotion of Roman Studies.
